Landfill “Host Fee” Reimbursement Information
As you know, we have worked extremely hard to close the Congress Development Landfill. Against the wishes of the Village of Hillside, this 63 acre landfill site located at 4100 North Frontage Road was permitted by the Illinois Environmental Protection Agency (IEPA) in 1981. Due to the continuing odors, the Village of Hillside filed a lawsuit against Congress Development, John Sexton Sand and Gravel and Allied Waste. We have asked you to call when the unacceptable odors were present and we asked you for your patience in this matter. We also promised that this problem would be resolved. In an agreed upon court order signed by Allied Waste on March 12, 2007, the landfill will be permanently closed by December 31, 2008. One of the highlights of the agreement is that a “host fee” shall be paid to the Village of Hillside for every ton of solid waste received at the landfill. Monies generated from the collection of this host fee will be secured in a separate fund and subsequently rebated to the current residents at the time of final landfill closure. The formulation of this rebate shall be tied to paid real estate taxes only. On behalf of myself and the Village Board, I am pleased to announce the distribution of the monies which were collected as part of the landfill settlement signed on March 12, 2007. These monies will be distributed to residential property owners who were occupying their residences as of December 1, 2008. A one-time reimbursement in the amount of $438 will be distributed beginning December 1, 2008 and ending November 30, 2009. In order to get your reimbursement, you must fill out the enclosed Landfill "Host Fee" Reimbursement Application. This application, along with the required copies of documents listed in the form, can be brought into the Village Hall, mailed, or put in the Village "drop box". If needed, a copy of this form can be downloaded from our website at www.hillside-il.org. Checks will be mailed the 4th Tuesday of each month for applications received by the 15th of each month, unless other arrangements are made.
